Watch: IT Minister's Masterclass On India's Semiconductor Ecosystem

IT Minister Ashwini Vaishnaw explained how his ministry is working to create an all-inclusive semi-conductor ecosystem in India in line with Prime Minister Narendra Modi's "Make-in-India" vision.

In a little over four-minute-long video, the minister charts up the plan to develop a comprehensive semiconductor setup in India, complete with a talent pool of thousands and a research system encompassing over a hundred universities in the country.

During his media interaction today after the cabinet approved three more semiconductor units, the minister laid out the plan on a whiteboard, drawing up each step with a marker in great detail.

"There are four main components in the entire process - Design, fabrication, or FAB, assembly-testing-marking-packaging, or ATMP, and electronics manufacturing, or circuit," the minister explained.

"The primary thing we are developing for this is a talent pool. The second big thing we are doing is research and development, or R&D," he added. 

What steps are being taken to augment the talent pool and for research and development? The minister explained: "The most difficult and the most expensive tools, called Electronic Design Automation, or EDA, tools, are supplied by Cadence, Synopsys, and Siemens. These are very expensive. If you go to buy one, you will have to shell out Rs 10 crore - Rs 15 crore for just one license. So, we have spoken to these three companies and have taken their EDA tools and given them to 104 universities in the country."

"We have given the license and login to not just the IITs, but also to the tier-II and tier-III universities so they can expose and train their students on how to use these tools live and not just in theory. The students can now take up a project and design a new mobile chip and make it. This will give birth to new start-ups and will add to our talent pool. This talent pool of some three lakhs will feed into Design, FAB, and ATMP aspects," he said.

The programme is a very comprehensive one and hence, the foundation is very important, the minister said, adding, "What we have been able to achieve in two years, many countries have not been able to do that in five years. "

"We have the Design and the ATMP components and have started work on developing FAB. Now, Applied Materials is the largest manufacturer of equipment. They have started setting up a plant in India. They are designing in India and manufacturing in India. So, all of this will finally come together and aid manufacturing, in line with PM's "Make-in-India" vision," Mr Vishnaw asserted.

Earlier today, the Union cabinet approved the setting up of three semiconductor-making units at an investment of Rs 1.26 lakh crore as part of an attempt to cut India's dependence on imports to meet the requirements of chips.

Karnataka Caste Census Submitted Before Polls, Irks Lingayats, Vokkaligas

A socio-economic survey report, submitted today, has set off a political row in Karnataka, even though its contents are yet to be made public. The survey, ordered by the previous Siddaramaiah government in 2017, has upset the politically dominant Lingayat and Vokkaliga castes, who now want it to be shredded.

The 2017 socio economic survey report was submitted to Chief Minister Siddaramaiah today by Jaiprakash Hegde. The Chairman of the OBC Commission walked into Vidhana Soudha in Bengaluru at 2.45 pm today -- the last day of his tenure -- and met Mr Siddaramaiah briefly, before addressing the media.

"We have submitted the report. The CM said he will table it in the next Cabinet and decide," he said. The Chief Minister concurred, refusing to comment any further.

Sources said the findings could challenge the dominance of the Lingayat sect and the Other Backward Caste Vokkaliga community as the largest voting blocks in the state.

According to sources and reports published over the last few years, the survey puts Scheduled Castes as the most populous, followed by Muslims. Lingayats come next, followed by Vokkaligas and then other castes.

The report, therefore, has faced stiff opposition. A backlash from the Lingayat and Vokkaliga groups, which claimed the report as unscientific, has made publishing the caste data fraught with risk.

Even state Congress chief and Deputy Chief Minister DK Shivakumar, who belongs to the Vokkaliga caste, had expressed his opposition earlier. The BJP, dominated by Lingayat leaders, is also on the same page.

Basanagouda Patil Yatnal, BJP MLA from Karnataka, said, "This survey is not scientific. This has displeased the Lingayats and Vokkaligas. We will oppose this. We will request the Congress government to redo this survey by going door-to-door and then we will accept it."

In face of criticism from Lingayat and Vokkaliga leaders of the Congress as well, Chief Minister Siddaramaiah has suggested that the report be discussed in the cabinet first. Legal advice and the opinion of experts would be taken if there are anomalies, he promised.

HK Patil, Karnataka's Law and Parliamentary Affairs Minister, said, "I have no comments to make either on the report or on the comments made by our colleagues. Everything depends on whether we accept it or not. We may receive it. We may take some time to study it. Anything might happen."

During the survey, 54 questions were asked to 5,90,00,000 people from 1,30,00,000 families. The survey was first ordered in 2014 by then Chief Minister Siddaramaiah and Rs 169 crore was spent on the project.

Though the report was ready in 2017, it was not accepted due to technical glitches, and successive Chief Ministers delayed accepting it.

The caste census in Karnataka is a delicate and tricky issue. With Vokkaligas and Lingayats raising a banner of revolt, it is not sure if the Congress government would be willing to publish it ahead of the Lok Sabha election.

"In Cricket...": Blunt Shastri To Kishan, Iyer After BCCI Contract Axing

Former India coach Ravi Shastri on Wednesday backed the duo of Shreyas Iyer and Ishan Kishan to come back stronger after they were excluded from the BCCI central contracts for ignoring the board's directive of playing in the Ranji Trophy. The BCCI Wednesday unveiled its centrally-contracted players for this year. While skipper Rohit Sharma, star batter Virat Kohli, pace spearhead Jasprit Bumrah and premier all-rounder Ravindra Jadeja retained their places in the top bracket, Iyer and Kishan were not considered in any category.

"In the game of cricket, comebacks define the spirit. Chin-up, @ShreyasIyer15 and @ishankishan51! Dig deep, face challenges, and come back even stronger. Your past achievements speak volumes, and I have no doubt you'll conquer once again," Shastri tweeted.

The 25-year-old Kishan did not turn up for Jharkhand throughout the team's campaign in Ranji Trophy despite not being on national duty since leaving from the tour of South Africa in December last, citing personal reasons.

He has instead focussed on preparing for the IPL next month.

Iyer did not make himself available for Mumbai's Ranji quarterfinal against Baroda after being excluded from the Indian team following the second Test against England.

He, however, has been picked for the Ranji semifinals starting March 2.

Lauding the board, Shastri said, "Big applause to @BCCI and @JayShah for the game-changing move with 'fast bowling' contracts. A crucial step in gearing up for Down Under later this year. The emphasis on Test Cricket and Domestic Cricket is a powerful message, setting the right tone for the future of our beloved sport!" Meanwhile, former India batter Sanjay Manjrekar too praised the BCCI for rewarding players who are willing to put in the hard yards in the Test format.

"Well done to @BCCI for rewarding players who want to play the tough cricket and only for one reason…to face the 'acid test' as cricketers," Manjrekar tweeted.

While announcing the central contracts, the BCCI once again advised all the Indian cricketers to play domestic games when not on national duty.

The exclusion of Iyer and Kishan can be seen as a stern message to young players unwilling to put in the hard yards in first-class cricket, while chasing white-ball glory and lucrative IPL contracts.

Congress 3, BJP 1: Rajya Sabha Election Results Out For Karnataka

The ruling Congress in Karnataka won three seats and the BJP one in the Rajya Sabha elections in Karnataka on Tuesday, which were marred by cross-voting in a setback to the saffron party.

Ajay Maken, G C Chandrasekhar and Syed Naseer Hussain, all from the Congress, and Narayansa K Bhandage of the BJP got elected to the Upper House in the polls in which elected MLAs were the voters.

Five candidates, including D Kupendra Reddy of the JD(S) who lost the election, were in the fray for the four seats.

According to official sources, the value of each MLA's vote is 100 and the number of votes sufficient to secure the election of a candidate is 4,441.

Maken, Hussain and Bhandage got 4,700 votes each and Chandrashekhar 4,500. Reddy got only 3,600 votes and therefore did not make the cut.

BJP MLA S T Somashekar voted for Mr Maken, while another party legislator A Shivaram Hebbar abstained.

The BJP said it was exploring the possibility of taking legal action them and lodging a complaint with the Speaker U T Khader seeking their disqualification from the assembly for violating the whip issued to them to vote in favour of the party candidate.

"We have got the information that Somashekar has done cross-voting. I consulted with advocate Vivek Reddy who is our state legal cell president and a high court lawyer. We will ask the Speaker to initiate action (of disqualification) against him (Somashekar) and explore the possibilities to take steps in accordance with the law," Leader of Opposition in the State Assembly R Ashoka said.

Mr Somashekar had earlier quit the Congress and joined the BJP. He served as a minister in the previous BJP government and was made the Mysuru district in-charge minister back then.

In recent months, Mr Somashekar and Mr Hebbar had distanced themselves from the BJP and increasingly began identifying with the Congress.

The BJP (66 MLAs) and the JD(S) (19 MLAs) combined had fielded Kupendra Reddy though they did not have the requisite votes to get him elected. 

The NDA partners said they were expecting "conscience votes", apparently from the rival Congress camp, in favour of Mr Reddy.

The Congress has 134 members in the assembly. There are also four others members, including two independents.

Mr Somashekar said he heard the "voice of his conscience" and voted in favour of the Congress, "which built schools and carried out developmental works in his constituency". Hebbar too said he abstained from voting adhering to his conscience.

"This is not 'atma sakshi' (conscience) but 'atma droha' (self betrayal)," BJP MLC N Ravi Kumar said, commenting on Somashekar's and Hebbar's actions.

The BJP and JD(S) workers staged a demonstration in Bengaluru against Mr Somashekar. Raising slogans, they burnt his effigy.

Deputy Chief Minister D K Shivakumar, who is also the state Congress chief, ridiculed the BJP and the JD(S) saying, "'Conscience vote seekers' have become 'conscience vote givers'." "I don't know about cross-voting. I haven't seen the votes of others and independents. Ask the BJP, who spoke about conscience votes," Mr Shivakumar quipped.

Asked if there is legal support for those who have cast conscience votes to Congress candidates, he said, "Let's talk about it when it happens. I am not aware of any complaint filed with the Speaker regarding cross-voting.

"Mr Somashekar has cast his vote as per his conscience. It's a vote against the unholy BJP-JD(S) alliance. The general public, graduates, and teachers have rejected the alliance. Let's see what the legislators think." Chief Minister Siddaramaiah earlier hit out at the JD(S), alleging that the party had sought to lure and threaten its MLAs.

"JDS needs 45 votes (for their candidate) to win. Do they have that many votes? Even though they don't have enough votes, they still fielded the candidate and are luring our MLAs. Do they have a conscience?" the chief minister asked.

"An FIR has been lodged regarding the threat to us," Siddaramaiah said.

Speaking to reporters here, Siddaramaiah lashed out at the JD(S), saying, "When JD(S) does not have 'atma' (soul), how can it have 'atma sakshi' (conscience)? They call themselves Janata Dal (Secular) but whom did they join with?". He was referring to the JD(S) forming an alliance with the BJP.

Former chief minister and JD(S) second-in-command H D Kumaraswamy said the FIR against Kupendra Reddy and his aides was registered at Vidhana Soudha police station.

Mr Kumaraswamy said the complainant MLA did not say that he was lured, but that some other MLAs were "approached".

"Melukote MLA Darshan Puttannaiah of Karnataka Sarvodaya Paksha too had said that it's true that his vote was sought but no one had lured him," the JD(S) state chief claimed.

Mr Kumaraswamy said the BJP and JD(S) had decided to field Kupendra Reddy on the basis of the votes of the 19 JD(S) MLAs and the additional BJP votes after its first preferential votes.

Prime Minister Narendra Modi on Tuesday met German singer Cassandra Mae Spittmann, whom he earlier mentioned in one of the episodes of his monthly radio broadcast 'Mann Ki Baat', and her mother in Palladam, Tamil Nadu.

PM Modi earlier appreciated Cassandra Mae for her passion for Indian music and culture.

During the meeting, Cassandra Mae also performed the song 'Achyutam Keshavam' and a Tamil song in front of the Prime Minister. At the same time, PM Modi was also seen enjoying the bhajan.

A video of this has also surfaced, in which Cassandra could be seen singing in front of PM Modi and he appreciated it.

Earlier in September 2023, in his address to the nation, PM Modi said, "Indian culture and Indian music are now global. More and more people worldwide are getting attracted to them."

The Prime Minister played an Indian song sung by Cassandra Mae.

"Such a melodious voice...and every word reflects emotions. We can also feel her attachment to God. You would be surprised to know that this voice is of a daughter from Germany. Her name is CassMae. 21-year-old Cassmae on Instagram is quite famous these days. German national Cassmae has never visited India. But, she is extremely fond of Indian music," PM Modi said after the song presentation.

Calling the German singer's passion "inspiring," the Prime Minister further added, "Such interest of someone who has never visited India, is inspiring. Cassmae is visually impaired since birth. But this challenge could not stop her from achieving this extraordinary...her passion for music and creativity was such that she started singing in childhood itself."

PM Modi said that Cassandra does not only sing in Hindi but in various other Indian languages as well.

Notably, Cassandra Mae Spittmann became well-known for singing several Tamil song covers, particularly devotional songs, and has won praise for her accuracy and nearly flawless enunciation of the language's lyrics.

"Not Freedom Of Speech": Minister On Space To Khalistani Elements Abroad

External Affairs Minister S Jaishankar called out the space given to extremist Khalistani elements in foreign countries and said this is not freedom of speech, but a misuse of it.

He said it is not good for any country to send that kind of message for their own reputation and expressed hope that action will be taken against those who attacked Indian missions.

The Minister was speaking at the event 'The Rise of the Global South' at TV9 Bharatvarsh Conclave on Monday.

Speaking about the situation in Canada, Mr Jaishankar said, "We had to suspend the issue of visas in Canada because our diplomats were not safe going to work, they were repeatedly threatened, intimidated, and got very little comfort from the Canadian system at that time...which has improved since then."

"We reached a stage, where, as a minister, I could not risk exposing my diplomats to the kind of violence prevalent there. That part of it has been rectified, so today our visa operations are pretty much normal," he added.

The Minister further called out the argument of 'freedom of expression' stating that throwing smoke bombs at missions and advocating violence is a "misuse" of freedom of speech.

"Regarding the space that is being given to extremists, they keep telling us, 'There is freedom of speech, democracy'. Freedom of speech can't extend to intimidating diplomats, throwing smoke bombs in embassies and consulates, advocating violence and separatism against a friendly state. To me, this is not freedom of speech. This is a misuse of freedom of speech," Mr Jaishankar said.

Recalling the vandalism incident on the Indian High Commission in the UK, he said that the mission didn't get the protection New Delhi had expected.

"To the point of someone climbing on to our HC and bringing down our Indian flag. I asked my colleagues 'Let's put us in each other's shoes'. How would you react if a mob attacked your premises anywhere in the world? You will not say freedom of speech and expression, you will be jumping up and down. But, things have improved in the UK," the Minister said.

In a stern message, Mr Jaishankar said that if a country is not taking action against someone attacking foreign missions, "there is a message in it."

"We have had a much firmer response in Australia and the US. We had an arson attack in the US, but that is under investigation. If the receiving state does not take action against someone who attacks an embassy or a consulate, there's a message in it. Now, I don't think it's good for any country to send that kind of message for their own reputation. That's why we want action to be taken against those who attacked our missions," Mr Jaishankar added.

Notably, there has been a rise in Khalistani extremism in several countries like Canada, Australia, the US and the UK.

After the killing of the designated terrorist Hardeep Singh Nijjar last June, the Khalistani extremists targeted Indian diplomats in several countries and issued threats against them.

Especially in Canada, multiple incidents of Khalistan extremism were reported lately. In June this year, a tableau parade was organised in Canada celebrating the assassination of former PM Indira Gandhi, which drew severe criticism from New Delhi. Multiple temples were also vandalised in Canada by pro-Khalistani protestors, with anti-India graffiti.

Amid strained ties, India stopped issuing visas to Canada amid concerns over the safety of Indian envoys there. Later, the e-visa service was resumed, and physical visa was also started in multiple categories.

In the UK, a group of extremist elements attacked the Indian High Commission in London last March.

Similarly, in the US, the Consulate General of India in San Francisco was attacked on March 19 by a group of assailants. Subsequently, on July 2, at midnight, a few people attempted to set the Consulate building on fire. The case is being probed by the National Investigation Agency.

"Following Indian Supreme Court": Top Bangladesh Official To Chief Justice DY Chandrachud

Appreciating the live streaming of court proceedings, virtual hearing and use of technology at the Supreme Court of India, a top Bangladesh official told Chief Justice DY Chandrachud that they are closely following the Indian Supreme Court.

According to sources, Chief Justice Chandrachud was also told that Bangladesh wants to follow the Indian Supreme Court in these matters.

Chief Justice Chandrachud, speaking at the wo-day conference 'South Asian Constitutional Courts in the Twenty-First Century: Lessons from Bangladesh and India', said both India and Bangladesh share the tradition of constitutional and judicial systems largely aiming to ensure stability and both nations recognised their constitutions as "living documents".

Bangladesh's apex court judges took part in the conference, which drew many jurists, senior lawyers, and government leaders including Law Minister Anisul Huq.

"Our shared tradition aims to ensure stability, but when stability is desired, the stability must never be confused with stagnation," Chief Justice Chandrachud said.

"We recognise our constitutions are living documents. The constitutions of Bangladesh and India proclaim that they are 'given to the people by the people themselves' as citizens of sovereign nations," Chief Justice Chandrachud said.

Apart from Chief Justice Chandrachud, Supreme Court judges Justice Aniruddha Bose and Justice Dipankar Dutta were also present during the conference.

Chief Justice Chandrachud said the Indian and Bangladeshi court systems should encourage the enhanced practice of mediation for dispute resolution, discarding "adversarial litigations".

"Today, we need to ensure that we look into the needs of our society, ensure social growth and social progress by allowing our marginalised groups to come to the mainstream," said the Chief Justice, explaining how the judge's role in the post-colonial era was undergoing a change.

In her address, Prime Minister Sheikh Hasina said her government has made the judiciary totally independent, separating it from the administration by allocating a separate budget for it.

Tamil Nadu Man Killed With Machetes, Cops Suspect Dishonour Killing

In a case of suspected 'honour' killing, a 26-year old man was hacked to death here by his brother-in-law and four other accomplices, police said on Sunday. All the five accused persons have been arrested, they said.

The victim, G Praveen, was surrounded by his wife's elder brother Dinesh and his friends near a bar at suburban Pallikaranai on Saturday night. The five-member gang inflicted serious injuries on Praveen using machetes and later fled the spot.

Police personnel rushed Praveen to the Chromepet Government Hospital where he succumbed to his injuries.

A preliminary probe by the police revealed that Praveen was an accused in a murder case in 2022 and that he married a woman in November 2023 against the wishes of her family members. Praveen and his wife belong to different communities.

A special police team arrested all the five men at Mambakkam on the outskirts of the city today morning. Further investigation is on, police said.

Police Jeep Part Of Yogi Adityanath's Convoy Hits Parked Car, 15 Injured

At least 15 people including five police personnel were injured when a police jeep met with an accident here Saturday evening while securing the route for Chief Minister Yogi Adityanath's cavalcade, officials said.
It was not immediately clear whether the chief minister was in the convoy when the accident happened in Arjunganj while it was returning from the airport here.

According to police sources, the accident occurred when the speeding jeep hit two vehicle parked on the roadside while trying to avoid an animal that suddenly came before it.

They said the local police's jeep was at least a kilometre ahead of the cavalcade.

"A police jeep travelling ahead of the convoy of the chief minister met with an accident in Arjunganj market area on Saturday evening. 15 persons were injured," Lucknow Police Commissioner S B Shiradkar told PTI.

Those injured include five personnel who were in the police jeep and 10 in the two other cars that it hit. The injured have been rushed to a hospital for medical care.

Samajwadi Party President Akhilesh Yadav said the stray cattle menace has become a "dangerous truth" of Uttar Pradesh.

"The convoy of the chief minister himself met with an accident today due to the problem of stray animals not being taken seriously. Many people have been injured. (It is) Sad as well as worrying," he said in a post on X in Hindi.

"The problem of (stray) animals is a dangerous truth of Uttar Pradesh. This is a question of people's lives. The BJP should take a lesson from this incident," he said.

Maharashtra Revokes Licence Of McDonald's Outlet After Action Over Cheese

The Maharashtra Food and Drug Administration (FDA) has revoked the licence of a McDonald's outlet in the state's Ahmednagar district after taking action against it over cheese, an official said on Saturday.

The eatery belonging to the fast food giant had faced FDA scrutiny for allegedly using a "cheese-like" product in their dishes without indicating that it was actually a cheese substitute, thereby misleading customers, he said.

Following an inspection and subsequent objections, the licence of the outlet was suspended, but it was revoked recently after the chain filed a compliance report confirming that they had removed the word 'cheese' from product names.

"In October 2023, we visited the outlet in Kedgaon and discovered that the names of food items displayed at the outlet included American Cheese Burger, American Cheese Nuggets, Cheese Burger, Italian Cheesy Lava Burger, and Blueberry Cheese Cake. All these names are their brand names for their products," said Rajendra Bade, a food safety official from FDA-Ahmednagar.

After analysing, Bade said, they found that instead of pure cheese, the joint was using a cheese-like product. "Technically, this is called a cheese analogue or cheese substitute. While pure cheese contains milk fat, the cheese analogue contains both milk fat and vegetable fat," he said.

FDA then sought the fast food giant's clarification over the presence of milk fat and vegetable fat in products advertised as containing cheese.

"Since their clarification was unsatisfactory, we suspended their licence in November last year. They appealed against the suspension before the FDA commissioner in Mumbai. The commissioner heard arguments from both sides and instructed the fast food restaurant chain that they cannot use the word 'cheese' in their product names if they are not using real cheese," he said.

In the order, FDA Commissioner Abhimanyu Kale directed McDonald's to revise their labelling and prominently tag the products as "cheese analogue nuggets" or "non-dairy cheese nuggets" in a font size and colour that is easily visible and distinguishable from regular cheese products.

The order also required the outlet to list the ingredients on the packaging, ensuring that the terms cheese analogue or non-dairy cheese are prominently displayed.

McDonald's was further told to keep customers informed about the use of cheese analogues in certain products through signage, handouts, and explanations regarding the reasons for using cheese analogues.

In their compliance report, Bade said, the American company said that they had amended the labels. "Upon receiving their compliance report, a decision was made to revoke the suspension, and they have been granted permission to resume business as before," Bade said.

Hardcastle Restaurant, a subsidiary of Westlife Foodworld Ltd, which has the franchisee rights to own and operate McDonald's restaurants in west and south markets in India, said in its compliance report to the FDA that it had renamed certain products by removing the word 'cheese'.

It listed the items as Cheesy Nuggets (now Veg Nuggets), Mc Cheese Veg Burger (now Cheddar Delight Veg Burger), Mc Cheese Veg Non Veg Burger (Cheddar Delight Non-Veg Burger), Corn and Cheese Burger (American Veg Burger), Grilled Chicken and Cheese Burger (American Non Veg-Burger), Blueberry Cheese Cake (Blueberry Cake), Cheesy Italian Veg Burger (Italian Veg Burger) and Cheesy Italian Chicken Burger (now Italian Chicken Burger).

Meanwhile, Hardcastle Restaurant said on Friday that it was engaging with the "competent authorities" in the FDA matter.

"We are actively engaging with the competent authorities on this issue and awaiting their final clarification. We have always been adhering to stringent food standards and are fully compliant with all applicable food laws," said a statement from McDonald's India (West & South) shared on BSE (Bombay Stock Exchange) by Westlife Foodworld.

"Amid recent reports about the removal of 'Cheese' from our menu at McDonald's locations in Maharashtra, we want to assure our valued customers that only genuine, high-quality cheese is used in all our cheese-containing products," the statement said.

It further said, "Collaborating with suppliers adhering to global standards ensures top-quality cheese in our product offerings and not cheese analogues or any substitute." McDonald's India (West & South) said, "Our commitment to transparency in our ingredients and dedication to providing delicious, high-quality meals to our customers remains unwavering."

Manipur Group Calls To End Suspension Of Ops Agreement, Days Before Review

A global alliance of Manipur's Meitei community has called for scrapping a controversial ceasefire with over two dozen Kuki-Zo insurgent groups amid the ethnic conflict between the hill-majority Kuki-Zo tribes and the valley-majority Meiteis.

The Kuki-Zo insurgent groups that signed the tripartite suspension of operations (SoO) agreement with the Centre and the Manipur government in 2008 have been hiding under the SoO safety net "to covertly act against India's peace and security," the Meitei Alliance, a group whose members are Meitei civil society organisations around the world including in the UK, the US, and Europe said in a statement on Saturday.

Every year, a joint monitoring group (JMG) reviews the SoO agreement and decides whether to end or renew it. The next review is on February 29. Broadly, the SoO agreement says the insurgents are to stay at designated camps and their weapons kept in locked storage, to be monitored regularly.

The Manipur government in March 2023 announced it had withdrawn from the SoO agreement with the Kuki National Army (KNA), and the Zomi Revolutionary Army (ZRA). However, only the JMG can decide on such matters, which indicates the state government's move was only a request to the JMG, sources said.

The over two dozen Kuki-Zo insurgent groups come under two umbrella groups - the Kuki National Organisation (KNO), and the United People's Front (UPF). These two representing the others have signed the SoO agreement.

"Suspension of operations with any armed group is, technically speaking, to restore law and order and to ensure security in the country. But when it is used to mask privatisation of violence, it poses a threat to the security of the state as well as life and property of citizens," Bimol Akoijam, professor at Jawaharlal Nehru University's Centre for the Study of Social Systems, said in a statement today.

The Meitei Alliance also published a booklet detailing what it claimed were instances of SoO agreement ground rules violations by Kuki-Zo insurgents.

"Kuki-Zo armed groups have always kept their larger long-term political goal of carving out a sovereign territory called Zale'n-gam. They merely take advantage of SoO to systematically build up their strength to achieve prioritised goals achievable within the Constitution of India," the Meitei Alliance said in the booklet titled 'Ghost of Peace: Why Not Abrogate SoO Agreements With Kuki Armed Groups to Prevent Destabilisation of India?'

"In the long run, Kuki armed groups in the Indo-Myanmar borderland may shift allegiance and become the proxy of an entirely different, globally powerful expansionist force to become a perennial threat to India's internal security and more extensive geostrategic interests," the Meitei Alliance said, days after it submitted a memorandum to Home Minister Amit Shah with a request to scrap the SoO agreement.

Mr Akoijam, who recently published a report on the media's shortcomings on reporting the Manipur issue, called for disarming all armed groups in order to end the "privatisation of violence" and ensure "only the State has monopoly on the legitimate use of physical force".

"I have indicated before there is something that has already been discussed among scholars and activists that the privatisation of violence is unacceptable. Only the State must have the monopoly on the legitimate use of physical force. That is what the State is. Now, if you privatise it (violence), that is not done... Has SoO become something like a mask to hide the truth? That is something people have to ask," Mr Akoijam told reporters in Delhi on Saturday.

'Amend, Review SoO Agreement, Not Scrap It': Retired Army Officer

Major Md Ali Shah (retired), who was a part of the panel discussion on the SoO agreement in Delhi on Saturday, recommended not to put pressure on the Centre and the state government to scrap the agreement, and instead push for reviewing it and taking corrective actions to ensure the ground rules are followed by the insurgent groups.

"I have a slightly different point of view. I am sure you have the maturity to understand it... The moment any agreement is retracted, it won't go down well. I personally don't stand for termination of SoO. There can be a review, no doubt. There can be amendments, no doubt. But terminating the agreement won't be the solution to the problem," Major Shah told reporters.

Another former army officer, Lieutenant General Konsam Himalay Singh (retired), also pointed at the scope of improvement of the SoO agreement. "... Simply following the ground rules would have prevented the worsening of the present situation. The rules were violated in many ways, though only the Manipur government's records can confirm this. Even now, there is scope for improvement, like biometric identification of the inmates, reducing the number of camps, and strict enforcement of ground rules," Lt General Singh said in a statement.

"But violence has spread much further. Now immediate and forceful actions to contain it are necessary, including all illegal armed groups," said Lt General Singh, the first officer from the northeast to become a Lieutenant General in the Indian Army, and who was honoured with the Yudh Seva Medal after the Kargil War in 1999, when he commanded the 27th Battalion, Rajput Regiment, in the high-altitude battlefield Siachen.

Allegations Against Meitei Insurgents Who Signed Peace Deal

The ethnic violence in Manipur over disagreements on land, resources, political representation, and affirmative action policies has dragged on for nine months now.

Both sides accuse each other of atrocities. The Kuki-Zo tribes say their "village defence volunteers" have been repelling attacks by armed groups from the valley, who come to the hills across the "buffer zone" with obvious intentions. Both call themselves "village defence volunteers", a definition of the belligerents in Manipur that has become the most controversial since nothing stops these "volunteers" from killing people under the insurance provided by "in self-defence".

However, members of Manipur's oldest valley-based armed group UNLF, which signed a tripartite peace agreement with the centre and the state government in November 2023 - the first Meitei insurgent group to do so - are allegedly engaged in violent activities against both the security forces and the public, news agency PTI reported on February 18.

The recent sightings of insurgents of the Kh Pambei faction of the United National Liberation Front (UNLF) in Manipur's Moirangpurel, Tumukhong, and Itham have raised concerns, with reports indicating they were carrying out reconnaissance to set up camps in these areas, PTI reported.

The gates of houses of Kuki-Zo tribes in parts of Imphal valley including the Games Village in the Langol foothills have the acronym 'UNLF' written on them, sources who have been to the area said, requesting anonymity.

While the Kuki-Zo tribes accuse the Meiteis of razing their vacant buildings and occupying them in and around Imphal valley, the Meiteis have pointed at entire localities of their community flattened and erased in the hill district Churachandpur.

A similarity between the "village defence volunteers" of both sides is that they appear to be well-armed and well-equipped with modern battle gear. The security forces have frequently recovered Russian-origin AK and US-origin M series assault rifles, and gun models commonly used by both the junta's army and pro-democracy insurgents in neighbouring Myanmar.

Over 180 have died in the violence, and thousands have been internally displaced.

Property Purchased In Homemaker Wife's Name Belongs To Family: Court

The Allahabad High Court has held that a property purchased by a husband in the name of a wife, who is a homemaker and has no independent source of income, is a family property.

Justice Arun Kumar Singh Deshwal said that it is common and natural for Hindu husbands to purchase properties in the name of their wives.

The Judge was hearing a case involving a son's claim for declaration of co-ownership of his dead father's property.

"This court under Section 114 of the Indian Evidence Act may presume the existence of fact that the property purchased by a Hindu husband in the name of his spouse, who is a homemaker and does not have an independent source of income, will be the property of family, because in common course of natural event Hindu husband purchases a property in the name of his wife, who is homemaker and does not have any source of income for the benefit of family," the court observed.

It said that unless it is otherwise proved that the property was purchased with the income earned by the wife, the property is deemed to have been purchased by the husband using his own income.

The appellant, Saurabh Gupta, the son, had filed a civil suit seeking the status of co-sharer of one-fourth of the property purchased by his father.

He contended that since the property was purchased by his dead father, he was a co-sharer in it along with his mother, who is a defendant in the suit and respondent in the present appeal before the high court.

Since the property was purchased in the name of the mother, i.e., wife of the dead father, the appellant (son) filed an application seeking an injunction (stay) against the transfer of property to a third party.

In a written statement, the mother pleaded that the property was gifted to her by her husband as she had no independent source of income.

Accordingly, the application for interim injunction was rejected by the trial court.

Allowing the appeal filed by the appellant, the high court in its February 15 judgement held that the property purchased by a Hindu husband in the name of homemaker wife, without any independent income, is deemed to have been purchased from his personal income.

Such property, prima facie, becomes the property of the joint Hindu family.

The court further held that in such circumstances, it is necessary to protect the property from creation of third-party rights. "In such a case, the protection is necessary against further transferring the property or changing the nature of the same."

IPL's "Digital Rating 130 Million, PSL's Is...": Najam Sethi's Bold Claim

The eighth edition of the Pakistan Super League (PSL) ended on Saturday with Lahore Qalandars emerging as the winners. The Shaheen Afridi-led side defeated Multan Sultans by 1 run in a thrilling summit clash. Opting to bat first, the Qalandars posted a huge total of 200/6 in 20 overs with Abdullah Shafique smashing 65 off 40 balls and Shaheen playing a quick knock of 44* off just 15 balls. Later, the Sultans were restricted at 199/8 as the Qalandars lifted their second PSL title. As the thrilling T20 league of Pakistan is now over, the fans are gearing up for the 16th edition of Indian Premier League (IPL), which will kick-start from March 31. 

IPL is regarded as the richest and the most loved T20 league in the world, due to it's massive fan-following and nail-biting action. However, Pakistan Cricket Board Chief Najam Sethi has now come up with a shocking opinion regarding the two leagues and stated that PSL is a bigger success than IPL in terms of digital ratings. 

"Let's talk about digital. PSL was only at the half stage, so I asked about our digital rating. Najam Sethi show used to have a 0.5 rating on TV, whereas PSL is getting a rating of more than 11. So, it would be 18 or 20, when it completes," Sethi said in a press conference ahead of the PSL final. 

"Over 150 million people watched it digitally. It is not a small thing. At the same stage, IPL's digital rating was 130 million and PSL's is more than 150 million. So this is a great success for Pakistan", he added.

Talking about IPL, the first match of the cash-rich league will be played between the defending champions Gujarat Titans and Chennai Super Kings, at the Narendra Modi Stadium in Ahmedabad.
